Cocoa is actually the api's that grew out of Openstep. They're exposed in Objective C and Java. Very similar to NeXT development. WebObjects on the other hand is the a web framework that grew out of Openstep. So WebObjects is similar in many respects to Openstep and thus Cocoa, but they are two different beasts.
